This is a recently fledged Torresian Crow - Note the blue eyes (white in the adult), pink fleshy areas around the eye and still forming feathers.
Quite often newly fledged crows cannot fly properly yet and may spend a number of days hopping around on the ground and in low shrubbery.
The parent birds will continue to feed the fledglings until they master the art of flying.
Their spell on terra firma only becomes a problem if they cannot avoid predators such as cats or foxes or a well-meaning human who 'rescues' the bird.
